Bahrainis on jail hunger strike, official moots release (Reuters)

MANAMA (Reuters) ? Fourteen jailed opposition figures in Bahrain have gone on hunger strike ahead of the February 14 anniversary of a failed pro-democracy uprising, activists said on Tuesday, and a government official said he favored releasing some of the men.

"They demand an end to the political crackdown. They are protesting against the unfair trial they faced and they want the release of all prisoners of conscience," said Mohammed al-Mascati, head of the Bahrain Youth Society for Human Rights.

Mascati said he and other rights activists were staging their own hunger strike in sympathy with the opposition leaders,

who were prominent during four weeks of protests inspired by revolts against rulers in Tunisia and Egypt.

Bahrain, an ally of the United States in its stand-off with Iran over its nuclear program, imposed martial law last March and invited in Saudi and UAE troops to help crush the month-old uprising.

The government said the island's majority Shi'ite Muslims had staged the protests in coordination with Iran for Shi'ite sectarian reasons, an accusation the opposition denied.

The 14, who began their hunger strike on January 29, were among 21 politicians, rights activists and bloggers tried in a military court on charges including "forming a terrorist group to change the constitution and its monarchical system" and organizing protests. Eight were sentenced to life imprisonment. Seven are abroad or in hiding.

Those on hunger strike include rights activist Abdulhadi al-Khawaja, Al-Haq opposition party leader Hassan Mushaimaa and Ibrahim Sharif, a Sunni Muslim opposition leader.

Mascati said the authorities had begun force-feeding the hunger strikers, who are being held in Jau prison.

The men remain in jail despite the November findings of a rights commission into the unrest that said detainees had been tortured, criticized military trials and advised the authorities to have jail sentences reviewed.

The government, under international pressure to implement the recommendations, has said a judicial panel will review some sentences. But the case of the 21 protest leaders is set to be heard only in the court of cassation, the highest appeal court.

A government official expressed hope some of the jailed protesters would be freed but said others had planned an Islamist coup.

"I am hopeful that a lot of the cases will be reviewed, but there are some cases to go through and cases have been transferred to the civilian courts," said Sheikh Abdul-Aziz bin Mubarak al-Khalifa, a senior adviser at the Information Affairs Authority and former ambassador to London.

"I'm hopeful for not necessarily all of them, but at least some of them ... There are those in prison who called for a restructuring of the country's institutions, for a full-blown revolution and who called for an Islamic republic using non-peaceful methods," he said.

Al-Haq and two other parties, Wafa and the Freedom Movement, formed a "Coalition for a Republic" during the protests that called for the creation of a democratic republic.

Bahrain remains in turmoil with daily clashes in Shi'ite towns and villages between protesters and riot police that have become more violent in recent weeks. The economy of Bahrain, a banking and tourism hub, has been shaken by the unrest.

The daily al-Ayyam - owned by a media adviser to King Hamad bin Isa Al-Khalifa - reported on Tuesday that contacts had begun with unnamed political forces for a new national dialogue "to bring Bahrainis together and strengthen national unity."

Since the uprising, the government has strengthened parliament's power to monitor the cabinet, but has not reacted to opposition demands for a fully empowered elected parliament with the ability to form governments.

Europe signs up to German-led fiscal pact (Reuters)

BRUSSELS (Reuters) ? Chancellor Angela Merkel cemented her political ascendancy in Europe on Monday when 25 out of 27 EU states agreed to a German-inspired pact for stricter budget discipline, even as they struggled to rekindle growth from the ashes of austerity.

Only Britain and the Czech Republic refused to sign a fiscal compact in March that will impose quasi-automatic sanctions on countries that breach European Union budget deficit limits and will enshrine balanced budget rules in national law.

The accord was eagerly greeted by the European Central Bank which has long pressed euro zone governments to put their houses in order.

"It is the first step towards a fiscal union. It certainly will strengthen confidence in the euro area," ECB President Mario Draghi said.

Officially, the half-day summit focused mainly on a strategy to revive growth and create jobs at a time when governments across Europe are having to cut public spending and raise taxes to tackle mountains of debt.

But differences over the limits of austerity, and Greece's unfinished debt restructuring negotiations, hampered efforts to convey a more optimistic message that Europe is getting on top of its debt crisis.

Merkel told a news conference the agreements on the fiscal pact and a permanent rescue fund for the euro zone were a "small but fine step on the path to restoring confidence."

French President Nicolas Sarkozy said he expected a deal on reducing Greece's debt to private bondholders within days and he believed independent European institutions - a clear reference to the ECB - would help meet a funding gap.

European Council President Herman Van Rompuy said a deal was needed this week to be finalized in time to avert a chaotic Greek default in mid-March when it faces huge bond repayments.

Leaders agreed that a 500-billion-euro European Stability Mechanism will enter into force in July, a year earlier than planned, to back heavily indebted states.

Europe is already under pressure from the United States, China, the International Monetary Fund and some of its own members to increase the size of the financial firewall, but Merkel has refused to consider the issue before March.

EURO "MESS"

Many economists doubt the wisdom of so severely restricting deficit spending, and EU diplomats say the fiscal compact was mostly a political gesture to calm German voters angry at repeated euro zone bailouts and to restore market confidence.

"To write into law a Germanic view of how one should run an economy and that essentially makes Keynesianism illegal is not something we would do," a British official said.

There was no repetition of last month's confrontation between British Prime Minister David Cameron and Sarkozy when Cameron vetoed efforts to amend the EU treaty to tighten euro zone budget discipline.

But the British and French leaders sniped at each other at separate news conferences while professing mutual respect.

Cameron told reporters: "Our national interest is that these countries get on and sort out the mess that is the euro."

German Chancellor Angela Merkel said that although Cameron had shown no sign of relenting in his opposition to treaty change, the new pact could be easily slotted into EU law at a later date and she expected it would be within five years.

Financial markets fretted over the lack of tangible progress in the Greek debt talks and gloom about Europe's economic outlook. The risk premium on southern European government bonds rose while the euro and stocks fell.

Highlighting those fears, Spain's economy contracted in the last quarter of 2011 for the first time in two years and looks set to slip into a long recession.

France halved its 2012 growth forecast to a mere 0.5 percent in a potentially ominous sign for Sarkozy's troubled bid for re-election in May. But the president said Paris could achieve its deficit reduction target without further savings.

Italy, rushing through sweeping economic reforms under new Prime Minister Mario Monti, was rewarded with a significant fall in its borrowing costs at an auction of 10- and 5-year bonds, despite two-notch downgrades of its credit rating by Standard & Poor's and Fitch this month.

But Portugal's slide towards becoming the next Greece - needing a second bailout to avoid chaotic bankruptcy - gathered pace as banks raised the cost of insuring government bonds against default and insisted the money be paid up front instead of over several years.

The yield spread on 10-year Portuguese bonds over safe haven German Bunds topped 15 percentage points for the first time in the euro era.

GREEK UNCERTAINTY

Negotiations between Greece and private bondholders over restructuring 200 billion euros of debt made progress over the weekend, but were not concluded before the summit.

Until there is a deal, EU leaders cannot move forward with a second, 130-billion-euro rescue program for Athens, which they originally pledged at a summit last October.

Prime Minister Lucas Papademos and his finance minister met the heads of EU institutions right after the summit to discuss conditions for the rescue package, officials said.

The ESM was meant to replace the European Financial Stability Facility, a temporary fund that has been used to bail out Ireland and Portugal. But pressure is mounting to combine the resources of the two funds to create a super-firewall of 750 billion euros ($1 trillion).

The IMF says if Europe puts up more of its own money, that will convince others to give more resources to the IMF, boosting its crisis-fighting abilities and improving market sentiment.

Germany has so far resisted such a step.

Merkel has said she will not discuss the issue of the ESM/EFSF's ceiling until the next EU summit in March. Meanwhile, financial markets will continue to worry that there may not be sufficient rescue funds available to help the likes of Italy and Spain if they run into renewed debt funding problems.

The EU will consider how to deploy 82 billion euros of unspent funds from the EU's 2007-2013 budget. Some will be recycled towards job creation, especially among the young.

But with no new public money available for a stimulus, they focused mainly on promoting structural reforms such as loosening labor market regulation, cutting red tape for business and promoting innovation.

ECB's Makuch sees some recession risks: report (Reuters)

BRATISLAVA (Reuters) ? The euro zone could fall back into recession this year, an ECB Governing Council member said on Monday, adding the bank's non-standard measures were a significant funding and confidence boost.

A surprise upturn in the euro zone's service sector this month raised hopes the region may escape recession in 2012, even though the broader economy outside Germany is still struggling to gain traction.

The single currency area was likely to avoid a slip into a "deep recession," but will probably wallow in a mild recession until the second half of this year, according to a Reuters survey from January.

The European Central Bank (ECB), which pumped 489 billion euros into the financial system in December in its first-ever offering of three-year loans to help banks' funding strains amid the European sovereign debt crisis, will do so again next month.

"The banks' significant need in the first three-year operation shows that ECB's non-standard measures provide a significant contribution for financing of banks, supporting financial conditions and confidence," Jozef Makuch, who also heads the Slovak central bank, told daily Hospodarske Noviny in an interview.

Makuch warned the banks' dependency on the ECB short-term funding was rising, adding financing problems could hurt loan supply and have negative impacts on real economies.

"The market is still not functioning, we see some opening of markets with unsecured securities, but we are at the beginning of this process and hope it will continue," Makuch said.

Makuch said the ECB's bond-buying program, aimed to ease borrowing stress of debt-troubled countries like Italy, was neither automatic, nor without limit.

"Governments in the euro zone must cut excessive deficits and, in time, reach structurally balanced or surplus budgets. Countries at risk must fix slides in consolidation swiftly," Makuch said.

EU leaders will meet on Monday to sign off on a permanent rescue fund for the bloc and are expected to agree on a balanced budget rule in national legislation, with unresolved problems in Greece casting a shadow on the discussions.

Syrian troops push back in fight on Damascus edges (AP)

BEIRUT ? Syrian forces heavily shelled the restive city of Homs on Monday and troops pushed back dissident troops from some suburbs on the outskirts of Damascus in an offensive trying to regain control of the capital's eastern doorstep, activists said.

President Bashar Assad's regime is intensifying its assault aimed at crushing army defectors and protesters, even as the West tries to overcome Russian opposition and win a new U.N. resolution demanding a halt to Syria's crackdown on the 10-month-old uprising. Activists reported at least 28 civilians killed on Monday.

With talks on the resolution due to begin Tuesday, a French official said at least 10 members of the Security Council backed the measure, which includes a U.N. demand that Assad carry out an Arab League peace plan. The plan requires Assad to hand his powers over to his vice president and allow the creation of a unity government within two months. Damascus has rejected the proposal.

A text needs support from nine nations on the 15-member U.N. Security Council to go to a vote. The French official spoke on condition of anonymity in line with departmental rules.

The British and French foreign ministers were heading to New York to push for backing of the measure in Tuesday's U.N. talks.

In London, British Prime Minister David Cameron's office urged Moscow to reconsider its opposition to the measure.

"Russia can no longer explain blocking the U.N. and providing cover for the regime's brutal repression," a spokeswoman for Cameron said, on customary condition of anonymity in line with policy.

Russia insists it won't support any resolution it believes could open the door to an eventual foreign military intervention in Syria, the way an Arab-backed U.N. resolution paved the way for NATO airstrikes in Libya. Instead, the Kremlin said Monday it was trying to put together negotiations in Moscow between Damascus and the opposition.

It said Assad's government has agreed to participate. The opposition has in the past rejected any negotiations unless violence stops, and there was no immediate word whether any of the multiple groups that make up the anti-Assad camp would attend.

The United Nations estimated several weeks ago that more than 5,400 people have been killed in Syria's crackdown since the uprising against Assad's rule began in March. The bloodshed has continued since ? with more than 190 killed in the past five days ? and the U.N. says it has been unable to update the figure.

Regime forces on Monday heavily shelled the central city of Homs, which has been one of the cities at the forefront of the uprising, activists said. Heavy machine gun fire hit the city's restive Baba Amr district.

The Syrian Human Rights Observatory reported that 14 were killed in the city on Monday. Another activist group, the Local Coordination Committees, put the number at 15. Both also reported the discovery of a family of six ? a couple and their four children ? who had been killed by gunfire several days earlier in the city's Karm el-Zeitoun district.

The past three days, pro-Assad forces have been fighting to take back a string of suburbs on the eastern approach to Damascus where army defectors who joined the opposition had seized control.

Government troops managed on Sunday evening to take control of two of the districts closest to Damascus, Ein Tarma and Kfar Batna, said Rami Abdul-Rahman, the London-based head of the Observatory.

On Monday, the regime forces were trying to take the next suburbs farther out, with heavy fighting in the districts of Saqba and Arbeen, he said.

At least five civilians were killed in the fighting near Damascus, the Observatory and LCC said. The Observatory also reported 10 army defectors and eight regime troops or security forces killed around the country.

The reports could not be independently confirmed. Syrian authorities keep tight control on the media and have banned many foreign journalists from entering the country.

The wide-scale offensive near the capital suggested the regime is worried that military defectors could close in on Damascus, which has remained relatively quiet while most other Syrian cities have slipped into chaos since the uprising began in March.

The violence has gradually approached the capital. In the past two weeks, army dissidents have become more visible, seizing several suburbs on the eastern edge of Damascus and setting up checkpoints where masked men wearing military attire and wielding assault rifles stop motorists and protect anti-regime protests.

Their presence so close to the capital is astonishing in tightly controlled Syria and suggests the Assad regime may either be losing control or setting up a trap for the fighters before going on the offensive.

State media reported that an "armed terrorist group" blew up a gas pipeline at dawn Monday. The pipeline carries gas from the central province of Homs to an area near the border with Lebanon. SANA news agency reported that the blast happened in Tal Hosh, which is about five miles (eight kilometers) from Talkalakh, along the border with Lebanon.

Further details were not immediately available.

There have been several pipeline attacks since the Syrian uprising began, but it is not clear who is behind them.

Assad's regime has blamed "terrorists" for driving the country's uprising, not protesters seeking democratic change.

Notebak Anti-Theft


When your laptop goes missing, your first reaction may be blind, unreasoning panic. If the laptop has Notebak Anti-Theft ($29.95/year direct) installed, though, you can relax a bit. That is, as long as you've configured the product correctly for maximum security. Notebak offers a wide variety of features to help you protect and recover your laptop and the data that it holds.

During installation you define a password for connecting with the Notebak Web portal, along with a separate secret key which can't be the same as the password. To make remote requests of the client installed on the laptop you'll need to enter this secret key.

To open the local Notebak client on the laptop itself you can either double-click its icon or press Shift+Ctrl+V. If desired you can set Notebak for stealth mode, hiding the icon. In that case, the special keystroke becomes the only way to open Notebak.

Lock and Alarm
Any time you have to leave your laptop unattended, you really should lock Windows, so nobody can even look at what you've been doing. Notebak can't do that for you, since it can't tell that you've walked away. However, it can lock automatically if a thief closes the lid or unplugs the power in preparation for running off with the laptop.

From the local client you can choose several alarm and lock options. Just setting it to sound the alarm if the laptop is unplugged or the lid closed won't help you much, since the thief can just click a big on-screen button to turn Notebak off. Instead, set it to sound the alarm and lock the computer. You can choose from a dozen alarm sounds.

As with Laptop Superhero ($29.99/year direct, 2.5 stars) and LaptopSentry 3.1 ($9.99 direct, 2.5 stars), Notebak's alarm could be silenced by plugging headphones (or even a simple audio jack) into the headphone socket. The startled thief probably won't think of this ploy.

Serious Lockdown
The DigitaLabel feature goes way beyond merely invoking Windows's computer lock. When active, it displays a big notice on the laptop screen before Windows ever boots, saying "REWARD FOR RETURN." The notice contains a unique identifier along with Notebak's Web address. An honest user can report the find using the unique ID, without ever receiving your personal connection information. As the owner, you can bypass that screen by typing in a four-digit code that you'll find by logging in to the Notebak Web portal.

Naturally I tried to break through this protection, to somehow gain access without entering the four-digit code. I couldn't do it. The product includes advice to foil a thief who wants to reformat the drive, though of course there's no hope if the thief physically extracts the drive and installs it in another computer.

When a good Samaritan reports finding a lost laptop, the recovery process is flexible. If you want to pay a reward, Notebak will negotiate with the finder. They can set up a meeting or have the finder ship them the laptop (at your expense). You (and the finder) can remain anonymous. The point is to give you the best a chance at recovery.

For maximum security, you can set DigitaLabel so it's always active. That means each time you restart or unlock the computer for your own use, you'll need to enter that four-digit code. You can also set it to activate any time the laptop's location is outside a user-defined geofence (more about geofencing shortly).

At a minimum, the company recommends you set DigiaLabel to turn on automatically if the laptop hasn't connected to the Internet for a full day. Like the offline lock feature in Laptop Superhero, this helps ensure that a thief can't totally foil Notebak by isolating it from your remote commands.

ROSTOV-ON-DON, Russia ? Russian officials say an Islamist warlord, seven militants, four officers and one civilian have been killed in three separate incidents in Russia's violence-plagued southern Caucasus region.

Russia's Anti-Terrorist Committee spokesman Nikolai Sintsov said the leader of Islamist separatists in the province of Ingushetia was killed in a shootout Friday in the village of Ekazhevo along with two other militants.

Also Friday, police spokesman Vyasheslav Gasanov said four Russian military officers and five militants were killed in the neighboring province of Dagestan.

In another restive Russian province, Kabardino-Balkariya, three masked militants stormed into a school and stabbed a volleyball player in the gym, police spokesman Andrey Ushakov said.

An Islamic insurgency has spread across Russia's southern Caucasus region since two separatists wars against Russia were fought in Chechnya beginning in the 1990s. The insurgents now launch regular attacks on authorities who they blame for the abductions, torture and extra-judicial killings across the region.

Exclusive: Sudan sells seized South Sudan crude at deep discount (Reuters)

SINGAPORE (Reuters) ? Sudan has sold at least one cargo of crude seized from South Sudan at millions of dollars discount and is offering more, industry sources said, as Khartoum looks to recover oil revenue from its former civil war foe.

A bitter row has escalated between the two over the value of the transit fee landlocked South Sudan should pay for oil pumped north by pipeline through its northern neighbor and exported from Port Sudan.

South Sudan is shutting down production in protest after Khartoum blocked exports and seized some of the oil as compensation. South Sudan's President Salva Kiir accused Khartoum of having "looted" revenues amounting to roughly $815 million from crude cargoes.

The seized crude was loaded onto three tankers from January 13-20, South Sudan's justice ministry said.

Sudan sold one of those cargoes, a 600,000 barrel shipment loaded on the vessel Ratna Shradha, to a North Asian trader. The final price of the sale was unclear, but one trader said that the cargo was sold at a discount as steep as $14 a barrel. That would indicate an $8.4 million discount for the whole cargo versus the last official price charged by the South.

"This is crude from the South sold by the North at a $14 discount to the South's last selling price," a Middle East-based crude trader said.

The tanker is heading to Singapore, another source said.

The last time South Sudan sold Nile Blend cargoes, it did so at a premium of $2.50-$3.00 a barrel to the benchmark Indonesian Crude Price, traders said. This would indicate that Sudan has sold the cargo at a discount of around $11 a barrel to the Indonesian price.

Sudan has also loaded two other cargoes of seized Dar Blend crude, but it is not immediately clear if they have sold those. Khartoum had offered these cargoes last week at a discount to official South Sudan prices, traders said. One of them is headed to the United Arab Emirates port of Fujairah, they added.

The South last sold seven cargoes of Dar Blend at discounts between $5 and $11 a barrel to dated Brent. Sudan offered the cargoes at a discount of $15-$16, another source said.

The lure of deeply discounted oil is probably outweighing the risks buyers face of any legal complications for purchasing the cargoes from Sudan.

Buyers could face private arbitration or even be dragged to the International Court of Justice, said a lawyer familiar with contract arbitration said, declining to be identified because he is not authorized to talk to the media.

OFFGUARD

Regular buyers of South Sudan oil were caught offguard when Khartoum started blocking exports in late December.

In addition to the three, at least seven tankers are still waiting at the port to lift December and January cargoes, raking up demurrage costs of $20,000-$22,000 per day, traders and shipbrokers said. Buyers include PetroChina, Glencore, Vitol, Trafigura and Arcadia, they said.

"There was no reason given. They just held back sailing," a second trader with a Western firm said, adding that demurrage costs and the uncertainty were a "nightmare."

South Sudan pledged to fully shut its output of 275,000 barrels per day (bpd) in two weeks, a move that could also cut off supplies to equity holders China National Petroleum Corp (CNPC), Malaysia's Petronas and India's Oil & Natural Gas Corp.

A third trader said buyers could declare force majeure if they still cannot lift the oil 30 days from the date of loading.

"Force majeure is the last resort if the cargo has not been loaded 30 days after the scheduled loading date. As long as the ship has not loaded the oil," the trader said.

"It will be complicated to declare force majeure if the oil is already on board. How are you going to discharge the oil back into the shore tanks?"

South Sudan became independent in July under a 2005 peace agreement with Khartoum that ended decades of civil war but both sides have failed to agree how to untangle their oil industries.

Foreclosures pushing house prices lower

The ongoing wave of foreclosures continues to drag home prices lower.

Foreclosure-related properties, which made up roughly one in five home sales in the third quarter of ?last year, sold for an average 34 percent less than homes that were not ??distressed sales,? according to the latest data from RealtyTrac, a housing data research firm.

Foreclosures accounted for a smaller share of total sales as banks already glutted with properties slowed the pace of new seizures until they could unload the houses they already owned. The share of distressed sales also slowed last year following a slowdown in new foreclosures after consumer complaints and lawsuits challenging seizures that resulted from ?robo-signing? and other questionable document practices

?The sooner the market gets more clarity about accepted foreclosure procedures, primarily through the long-promised settlement between multiple states attorneys general and major lenders, the sooner the market can more efficiently dispose of these distressed properties. said Brandon Moore, chief executive officer of RealtyTrac

Reforms of those procedures are part of a recently-proposed, comprehensive settlement with lenders over abusive foreclosure practices. But the settlement, which is being touted as a program to save homes from the sheriff?s sale, could have the perverse effect to increasing the pace of foreclosures if it helps insulate bankers from potential lawsuits.

Even with the slowdown in home seizures and the legal complications often involved in buying those properties, foreclosure sales represent a historically high percentage of all sales, according to RealtyTrac. During the housing boom years of 2005 and 2006, less than five percent of all home sales were foreclosure. In the third quarter, the share reached 20 percent, down from 22 percent in the second quarter and 30 percent in the third quarter of 2010.

Those percentages are much higher in the states hardest hit by the housing collapse. In Nevada, foreclosure-related sales accounted for nearly 57 percent of all residential sales during the third quarter, the highest percentage of any state. ?In California 44 percent of the sales were foreclosure related, followed by Arizona (43 percent) Georgia (34 percent), Colorado (26 percent) and Michigan (23 percent).

Some sellers and real estate agents have tried to draw a?distinction?between foreclosure related truncations and ?non-distressed? sales in determining the price of the next sale of a comparable home. But just as the latest sale of a share of stock determines the starting point for the next transaction, b home buyers are using those distressed sales as a benchmark when making their bid.

The result is that sellers have been marking down their asking prices to match those distressed sales, according to separate research by FNC, another housing research firm. The company found that price cuts in December rose to their highest levels in nearly a near. The average markdown for non-distressed properties rose in the fourth quarter to 4 percent by December. Discounts were higher in the weakest local markets; one in four ?non-distressed? houses was marked down by more than 16.2 percent from the initial asking price.

Distressed sales fall into roughly two categories: properties already owned by banks and those at various stages of foreclosures, some of which may be sold in a ?short sale? before the foreclosure is final. Once owners have moved out, bankers who own the property are much more willing to cut prices because they now bear the cost of maintaining it. Compared to a non-distressed sale, the average discount for a bank-owned property was nearly 42 percent in the third quarter of 2011, according to RealtyTrac. That compares with a discount of just 24 percent for properties earlier in the foreclosure pipeline.

Some local markets are seeing much bigger price cutting. The Trenton-Ewing, N.J., metro area posted the biggest foreclosure discount of 68 percent below the average sales price of homes not in foreclosure. Discounts were also steeper than average in St. Louis (55 percent) Milwaukee (53 percent) Springfield, Mass. (52 percent), Saginaw, Mich. (52 percent), New Haven-Milford, Conn. (51 percent), Memphis (51 percent), San Francisco (51 percent), Toledo, Ohio (50 percent), Bridgeport-Stamford-Norwalk, Conn. (50 percent), and Atlanta (50 percent).

Egypt stocks surge after uprising anniversary (AP)

CAIRO ? Egypt's stock market posted its strongest gains in about 10 months, with the benchmark index rallying over 7 percent on Thursday as the peaceful passing of the one-year anniversary of the uprising that ousted former President Hosni Mubarak injected optimism.

The Egyptian Exchange's briefly halted trade after the broader EGX100 index hit a 5 percent circuit-breaker ? a measure aimed at calming the market. It continued its climb after trading resumed, closing up 5.76 percent and gaining almost 300 points, or 7.18 percent, by the end of the trading day.

"There is a gradual stability (in the political scene) emerging day by day, and there is growing confidence in the economy, day by day," said Khaled Nagah, trading manager at Mega Investments.

He said that even if the market declines slightly next week, "I'm not worried. What's really important is that there be some political stability ... and that's emerging."

The gains built on a solid week of advances by the index as the country's newly elected parliament met for the first time on Jan. 23. That optimism received a boost after the demonstrations throughout Egypt on Wednesday passed with little of the violence that has marred other such gatherings over the past few months.

"Local institutions and many investors were aggressively waiting for Jan. 25 to pass peacefully to build positions," said Mostafa Abdel-Aziz, a senior broker with Mideast investment bank Beltone Financial's brokerage arm.

After the successful convening of the parliament session and the relative peace of the anniversary, those investors "who didn't have the guts to get in before just did it," he said.

The day's rally on the market was the strongest since the Egyptian Exchange restarted in March after a nearly two month closure last year, following the start of the uprising that pushed Mubarak from power in mid-February. Since then, the Egyptian stock market was dogged by losses, and ended 2011 with losses of over 45 percent on the EGX30.

Traders said that foreign investors, who had been unloading their positions for much of last year, stepped aggressively back into the market on Thursday.

"There were a lot of short squeezes in the market, which justifies the significant foreign buying," said Abdel-Aziz. "Everybody is closing their short positions."

While investors found some measure of a silver lining, Egypt faces daunting challenges.

The country's economy has been battered over the past year, with net international reserves down 50 percent by the end of December, and economic growth projected to be anemic at best. Unemployment is up, while little progress has been made in addressing some of the core issues that led to the uprising, such as jobs, housing and income equality.

After having initially turned down the offer, Egyptian officials, faced with worries about a mushrooming budget deficit, have asked the International Monetary Fund for a $3.2 billion support package. Economists say the funds, while welcome, could be too little, too late to help Egypt avert a devaluation in its currency that would open the door to higher inflation.

Nagah said that the IMF talks appear to have buoyed investor confidence, indicating to those who had sold their positions last year that some financial lifelines could be extended to the interim government to smooth the road to democracy.

Investor concerns about Egypt have revolved largely around the uncertainty in the country's political transition. The youth and secular groups that spearheaded the uprising want the country's military rulers, who took over from Mubarak, to hand over power now instead of by the end of June, as the generals have stated.

In addition, the dominance of Islamists in the recent parliamentary elections injected new questions and worries about Egypt's political course, with some worried that instead of economic reform, the powerful Muslim Brotherhood that won 47 percent of the parliament seats would focus more on religion. The group, however, has said its main priority is to get the economy back on its feet.

"All told, the market's early positive reaction to Egypt's new parliament may be short-lived if external and fiscal financing needs are not addressed soon," said London-based Capital Economics in a recent research note.

We've seen several laptops lately that peg the intersection of the desktop replacement and budget categories at around $700. The Acer Aspire TimelineX 5830TG-6614 is a bit steeper at $779.99 list, but don't dismiss it: For one thing, we've seen online resellers offering it for around $750. For another, the 15.6-inch Aspire is loaded with everything from Intel Wireless Display (WiDi) to a discrete Nvidia graphics adapter that actually passed our gaming tests at medium resolution and detail settings.

As you might guess from its model number, the Acer 5830TG-6614 is a refreshed version of the Aspire TimelineX 5830TG-6402 ($799.99 direct, 3.5 stars) we tested in August. Besides a $20 price cut and the addition of WiDi 2.0?which beams the notebook's display to an HDTV equipped with an extra-cost ($100 or so) Belkin, D-Link, or Netgear adapter?the changes include slightly faster graphics and processing hardware.

Design
Unchanged from August is the Aspire's handsome cobalt blue aluminum lid with chrome Acer logo and matching blue plastic palm rest; the black chiclet-style keys are framed in a silver aluminum keyboard surround. There's a numeric keypad, with small but dedicated Home, End, PgUp, and PgDn keys, to the right of the primary keys; the touchpad is centered under the latter (actually, under the space bar), so some users perceive it as being too far to the left. I had no complaints myself?I quite enjoyed typing on the laptop, and the touchpad, though a little small compared to some of the jumbo ones you see today, worked smoothly, with comfortable left and right buttons instead of invisible clickpad corners.

Measuring 1.2 by 14.9 by 9.8 inches (HWD) and weighing 5.4 pounds, the 5830TG-6614 has an appealingly angular design. The 15.6-inch widescreen has the same 1,366-by-768 resolution that's ubiquitous in the class?if you want more space, you'll have to either pay for the likes of the Dell XPS 15z ($1,534 direct, 4 stars) or opt for a 17.3-inch system such as the HP Pavilion dv7-6b55dx ($699.99 list, 4 stars). Sufficient for viewing videos in 720p, the display offers a glossy finish and fairly narrow viewing angles. The laptop's audio is a good partner for those videos, with above-average sound from the Dolby Home Theater speakers mounted above the keyboard.

Features
WiMAX or other mobile broadband is absent, but otherwise the TimelineX has a full complement of wireless features: Besides WiDi, there's 802.11n Wi-Fi and Bluetooth. There's also Clear.fi, a proprietary streaming technology that lets Acer products (such as the Aspire and an Iconia tablet) share multimedia content over a home Wi-Fi network.

On the Aspire's right side are three USB 2.0 ports and a dual-layer DVD?RW drive, with an SD/MMC/xD/MS Pro memory card slot on the front edge. Ethernet, microphone, and headphone jacks are on the left side, as are VGA and HDMI ports and one USB 3.0 port. The last can be used to charge a cell phone or other device; a handy utility lets you specify whether to allow USB charging only when the laptop is plugged in or discontinue it when the latter's battery sinks to a certain percentage.

The Acer's 640GB, 5,400rpm hard drive is smaller than the 750GB drives found in competitors like the Lenovo IdeaPad Z570-10249ZU ($699.99 list, 3.5 stars), but still offers plenty of room for your documents and multimedia files. It's also packed with more than its share of bloatware, from a slew of house-brand utilities to usual suspects like Microsoft Office Starter 2010 and a 60-day trial of McAfee Internet Security to New York Times and Nook e-readers and Netflix and eBay links. Acer backs the Aspire with a two-year mail- or carry-in parts-and-labor warranty and one-year international travelers' warranty offering access to service centers abroad for owners who carry a copy of the original sales receipt.

Performance
Acer Aspire TimelineX 5830TG-6614 The 5830TG-6614 is built around Intel's 2.4GHz Core i5-2430M, the same dual-core, four-thread processor found in our Editors' Choice Asus U56E-BBL6 and numerous competitors, with 6GB of DDR3 memory. It's not surprising, then, that many of its benchmark scores are virtual ties with those laptops'. Its PCMark 7 score of 2,388, for instance, is well within the margin of error of the 2,376 of the Lenovo Z570-10249ZU, and its Photoshop CS5 time of 4 minutes 8 seconds is just six seconds behind that of the Asus U56E-BBL6 and HP dv7-6b55dx.

Acer Aspire TimelineX 5830TG-6614

The Aspire strides to the front, however, in graphics tests, thanks to its 1GB Nvidia GeForce GT 540M discrete graphics adapter. Running at 1,024-by-768 resolution with medium quality and detail settings, the Acer posted a playable 39.1 frames per second (fps) in Lost Planet 2 and a better-than-playable 58.1fps in Crysis, as well as nearing the impressive 10,000-point mark (9,551) in 3DMark06.

Nvidia's Optimus technology automatically switches from the GeForce adapter to the Core i5 chip's more placid integrated graphics when running visually undemanding applications, which boosts battery life. Indeed, though I'm by nature biased against batteries sealed inside laptop cases so they can't be swapped out, it's hard to criticize the Acer's too much, because it lasted a hardy 9 hours 1 minute in our MobileMark 2007 test?trailing its 5830TG-6402 predecessor (9:57) and the HP Pavilion (9:33), but besting the Asus (7:42) and Lenovo (5:30).

Overall, the Aspire TimelineX 5830TG-6614 comes within a whisker of unseating the Asus U56E-BBL6 as our budget laptop Editors' Choice, the latter clinging to its title by dint of its lower price and removable battery. But if you're looking for an affordable desktop replacement that won't fold when you fire up a few games, the Acer is a strong candidate.

Sundance documentary examines rape in US military (AP)

PARK CITY, Utah ? The Department of Defense estimates that more than 19,000 military men and women were sexually assaulted by fellow troops in 2010 while serving in the United States armed forces. At least 20 percent of servicewomen and 1 percent of men ? an estimated 500,000 troops ? have experienced sexual trauma while serving.

These troubling statistics motivated documentarian Kirby Dick and producer Amy Ziering to make "The Invisible War," a film that examines the epidemic of rape within the military, how it affects victims and why so few cases are prosecuted. The film premiered at the Sundance Film Festival, where it is a contender in the U.S. documentary competition.

The statistics "were just so astonishing that at first we didn't believe it," said Dick, adding that he was equally surprised that no film had been made on the subject.

Through interviews with rape survivors and military officials, "The Invisible War" suggests that it's not just the violence and harassment that traumatizes victims but the absence of impartial justice and personal retaliation they often experience after reporting the incident. A rape survivor's first step toward judicial recourse is to report the attack to her commander ? even if he was the attacker ? and it's his decision whether to investigate and prosecute, regardless of the evidence.

"If they investigate it, and the investigator comes back and says, `I've got a slam-dunk case. I can put this serial perpetrator behind bars,' the commander can, on his or her own, decide, `No, we're not going to send this case to court martial,'" Dick said.

A 2009 study shows that only 8 percent of military sex offenders are prosecuted.

"The Invisible War" introduces viewers to Kori Cioca, who left the Coast Guard after being beaten and raped by her supervisor. Five years later, she still suffers from post-traumatic stress and has yet to receive Veterans Administration approval for the surgery she needs to repair the injuries she suffered during the attack. The perpetrator, who continues to serve in the Coast Guard, hit her so hard that he permanently dislocated her jaw.

Viewers also meet Marine Corps 1st Lt. Ariana Klay, who served in Iraq before being gang-raped by a senior officer and his friend while stationed at the elite Marine Barracks in Washington, D.C. Klay's husband, also a Marine, cried as he described his concern and fear that his wife would commit suicide.

Other rape survivors shown in the film, including Cioca, said they also contemplated suicide.

Hannah Sewell, who comes from a military family, said she has trouble convincing herself that she is still a virgin after being raped while serving in the Navy. Her father, wearing his own military uniform, recounts the story through tears.

Dick and Ziering traveled the country to interview some 70 survivors of military rape.

"We weren't really ready for all the stories we heard," Ziering said. "Each one had a lot of similarities and all were equally horrific."

Ziering said she was encouraged to learn that in units where commanders did not tolerate any kind of sexual harassment, rape at the hands of military colleagues was not an issue. That helped her and Dick to remain optimistic throughout the project. The filmmakers were also gratified by the film's reception at Sundance, where politicians such as U.S. Sen. Barbara Boxer of California; U.S. Rep. Jackie Speier, Lt. Gov. Gavin Newsom and U.S. Rep. Mike Turner of Ohio attended the premiere. Grammy winner Mary J. Blige has also pledged to write an original song for the film.

"Our great hope was and continues to be that capturing (survivors') experience and their trauma will help change things for hundreds of thousands of men and women who are in the armed forces," Dick said.

There's also "a history of hope," he said, because when the military set out to banish the segregation and racism that reigned among troops in the early 1960s, they made significant strides in just over a decade.

"They can do the same thing with this," he said.

So why don't they?

"They don't take it seriously enough," Ziering said. "They don't really see, and what we're hoping the film will show is the repercussions of it. They don't understand the amount of damage this is doing and how it really is a national security issue, and also costing taxpayers billions of dollars in just caring for people with this kind of trauma.

"Once that message gets through to them, they will be motivated to make a change, because it's a no brainer. They have to do something."

Convicted Marine apologizes to Iraqi civilians

(AP) ? When Staff Sgt. Frank Wuterich finally spoke in court, he did not address the judge but instead directed his words at the Iraqi family members who survived his squad's attacks in 2005 that left 24 unarmed civilians dead.

The 31-year-old Camp Pendleton Marine apologized for the loss of their loved ones and said he never intended to harm them or their families. He went on to tell the court that his guilty plea in no way suggests that his squad behaved badly or dishonorably.

"But even with the best intentions, sometimes combat actions can cause tragic results," Wuterich said in an unsworn statement.

The lone Marine was convicted of a single count of negligent dereliction of duty. He faces having his rank reduced but he will not go to jail as a part of a plea agreement that abruptly ended his long-awaited manslaughter trial.

Wuterich, who acknowledged to instructing his men to "shoot first, ask questions later," defended his order to raid homes in Haditha after a roadside bomb killed a fellow Marine. He said his aim was "to keep the rest of my Marines alive."

His sentence Tuesday ended a six-year prosecution that failed to win any manslaughter convictions. Eight Marines were initially charged; one was acquitted and six others had their cases dropped.

The plea deal that dropped nine counts of manslaughter sparked outrage in the besieged Iraqi town and claims that the U.S. didn't hold the military accountable.

"I was expecting that the American judiciary would sentence this person to life in prison and that he would appear and confess in front of the whole world that he committed this crime, so that America could show itself as democratic and fair," said survivor Awis Fahmi Hussein, showing his scars from a bullet wound to the back.

Military judge Lt. Col. David Jones initially recommended the maximum sentence of three months for Wuterich, saying: "It's difficult for the court to fathom negligent dereliction of duty worse than the facts in this case."

Then he opened an envelope containing the plea agreement to learn its terms ? as is procedure in military court ? and announced that the deal prevented any jail time for the Marine.

"That's very good for you obviously," Jones told Wuterich.

Jones did recommend that the sergeant's rank be reduced to private, which would dock his pay as a result, but he decided not to exercise his option to cut it by as much as two-thirds because the divorced father has sole custody of his three daughters. The rank reduction has to be approved by a Marine general, who already signed off on the plea deal.

Defense attorney Neal Puckett said Wuterich has been falsely labeled a killer who carried out a massacre in Iraq. He insisted Wuterich's only intention was to protect his Marines.

"The appropriate punishment in this case, your honor, is no punishment," Puckett said.

Wuterich, who hugged his parents after he spoke, declined comment on Jones' decision. Puckett and his co-counsel Haytham Faraj, said in a statement: "We believe justice prevailed for Staff Sgt. Wuterich and in turn, he wishes it was within his power to impart the same measure of justice to the families of the victims of Haditha."

Wuterich directly addressed family members of the Iraqi victims, saying there were no words to ease their pain.

"I know that you are the real victims of Nov. 19, 2005," he said.

He went on to tell the court: "When my Marines and I cleared those houses that day, I responded to what I perceived as a threat and my intention was to eliminate that threat in order to keep the rest of my Marines alive," he said. "So when I told my team to shoot first and ask questions later, the intent wasn't that they would shoot civilians, it was that they would not hesitate in the face of the enemy."

"The truth is I never fired my weapon at any women or children that day," Wuterich later told Jones.

The contention by Wuterich, of Meriden, Conn., contradicts prosecutors and counters testimony from a former squad mate who said he joined Wuterich in firing in a dark back bedroom where a woman and children were killed.

Prosecutors argued that Wuterich's knee-jerk reaction of sending the squad to assault nearby homes without positively identifying a threat went against his training and caused needless deaths of 10 women and children.

"That is a horrific result from that derelict order of shoot first, ask questions later," said Lt. Col. Sean Sullivan.

Military prosecutors worked for more than six years to bring Wuterich to trial on manslaughter charges that could have sent him away to prison for life. But only weeks after the long-awaited trial started, they offered Wuterich the deal.

It was a stunning outcome for the last defendant in the case once compared with the My Lai massacre in Vietnam.

The Haditha attack is considered among the war's defining moments, further tainting America's reputation when it was already at a low point after the release of photos of prisoner abuse by U.S. soldiers at Abu Ghraib prison.

During the trial before a jury of combat Marines who served in Iraq, prosecutors argued Wuterich lost control after seeing his friend blown apart by the bomb and led his men on a rampage, blasting their way in with gunfire and grenades. Among the dead was a man in a wheelchair.

Faraj said the government was working on false notions and the deal was reached last week when prosecutors recognized their case was falling apart with contradictory testimony from witnesses who had lied to investigators. Many of the squad members had their cases dropped in exchange for testifying. Prosecutors have declined to comment.

Marine Corps spokesman Lt. Col. Joseph Kloppel said the deal was the result of mutual negotiations and does not reflect how the case was going for the prosecution. He said the government investigated and prosecuted the case as it should have.

Wuterich plans to leave the Marine Corps and start a new career in information technology. His lawyers said they plan to petition for clemency.
