Should Travel Insurance Cover Pregnancies? | Travel Insurance File

father touching head of a premature baby in incubatorThe case of an Australian couple that had a premature child born to them in B.C. has hit the headlines and elicited a lot of emotional response.? We all want to be compassionate, until the bill comes in.

According to press reports, the young mother gave birth to a daughter at 26 weeks into her pregnancy just prior to boarding a return flight to Sydney. The child, weighing less than one kg at birth, had to spend three months in a Vancouver hospital until it was stable enough to be released. The cost of care ran to almost $1 million.? Though the couple had travel insurance, they found it did not cover unexpected complications associated with pregnancy. The hospital settled for a $300 a month payment for over 200 years.

Then the firestorm: Why can?t the Australian government pay the bill? Why shouldn?t Canada pay since the child was legally a Canadian citizen? Why shouldn?t the travel insurance company pay?

According to the couple, they tried to find travel insurance that would cover pregnancy and they thought they had it, until they looked at the details. In fact, no travel insurance plan will pay for a pre-determined event such as childbirth, it?s not designed for that purpose. And travelling 26 weeks into a pregnancy, almost 8000 miles from home, is risky.

Despite all of the warnings travel insurers issue about their products covering only unforeseen, unexpected emergencies, not pre-existing conditions, and definitely not conditions that can be expected to result in the need for hospitalization or medical care while on their trip?customers are shocked when insurers refuse to pay. They?re also shocked at how much it costs to care for a dangerously ill patient in a modern hospital.

Well it?s time to get over the shock and start thinking clearly. Modern medicine is expensive because it works miracles, and we have come to expect miracles when one of our loved ones is in peril.? We demand nothing but the best?even when we?re in a foreign country.

Travel insurance, by its very nature, must be strictly limited to conditions and situations that are related to travel. It?s not a substitute for comprehensive, government health coverage as it?s known in Australia, Canada and many other countries around the world.? If it were, and if it covered births, hip and knee replacements, gastric banding, nose jobs and tummy tucks it would cost ALL travellers multiples more than it does now?even those needing no emergency services abroad.

There are tradeoffs that need to be made: affordable travel insurance limited to unexpected emergencies, or insurance that covers everything and can be afforded by very few.? Take your pick.

C.R. retail sales jump may signal recovery | Business 380

Flood recovery spending helped Cedar Rapids? retail sales grow at more than six times the tepid statewide rate in fiscal 2011.

Taxable retail sales grew by 6.3 percent in Cedar Rapids from July 1, 2010 through June 30, 2011, compared to a statewide increase of just under 1 percent. That compared to a statewide growth of just under 1 percent.

The findings were part of the Fiscal 2011 Retail Trade Analysis Report by the Iowa State University Regional Economic and Community Analysis Program, released last week.

Several retailers contacted this week weren?t surprised by the findings.

Craig Knapp of Home Appliance Co., 550 Oakland Road, said sales were up 11 percent in 2011 at the family own business.

?I agree with it (the report) said Knapp, one of the owners. ?It?s been strong.?

The appliance store reopened a few weeks after the June 2008 flood, and sales haven?t been pummeled by the recession.

Fiscal 2011??was a period when we saw a steady increase in sales,? said Bill Bills, one of the owners of Bills Bros. Freight Salvage Furniture, 308 Eighth Ave. SE.

Bills said he didn?t see last year?s strong sales as a direct result of the flood, however.

?I see a lot of the flood recovery spending as being satisfied,? Bills said. ?I think now it?s now it?s just general growth. Cedar Rapids is not just recovering, it?s growing.?

Lindale Mall Senior Marketing Manager Lisa Rowe said sales have definitely trended upward over the fiscal 2011 period. She said specific sales data couldn?t be released, but the fluctuations of the prior years dating back to the flood seemed to reflect the state of the economy more than the flood.

ISU economist Liesl Eathington, one of the authors of the retail trade report, said it?s plausible that flood recovery spurred fiscal 2011 spending in Cedar Rapids based on?a comparison to neighboring counties.

While taxable retail sales rose by 3.6 percent in all of Linn County for fiscal 2011, the two other counties in the Cedar Rapids Metropolitan Statistical Area, Jones County and Benton County, both saw retail sales declines.

Eathington said retail sales in?Linn County?typically rise and fall in parallel with those in Johnson County to the south. But Johnson County retail sales in fiscal 2011 were essentially unchanged.

The vast majority of Cedar Rapids? retail sales increase was wrapped up in one category, ? communications, utilities and transportation firms. Iowa Department of Revenue officials said communications, such as cellular phone contracts, accounts for the largest retail tax volume in that category.

Eathington said the concentration of Cedar Rapids retail sales tax growth for the year ? 80 percent of it ? was interesting, but she could not explain it.

Cedar Rapids Mayor Ron Corbett said the finding reinforces what city leaders have been telling state leaders ? that funding to ensure the city?s recovery is important to the state?s economy.

The city ranks fifth among Iowa?s top 10 cities in retail sales per capita, with taxable sales of $22,502 for each of the citys? 127,191 residents. All of the state?s top cities in per-capita sales are regional trade centers that draw many shoppers from outside.

That tradition could be short-lived, if you happen to live near one of 50 big box retail stores that the company plans to shutter in 2013. The move was announced alongside Best Buy's Q4 earnings report, which includes action items aimed to trim $800 million in costs by 2015. The closings will no-doubt come along with staffer reductions, some of whom could be transferred to one of 100 Best Buy Mobile "small format stand-alone stores" set to launch next year. While an unfortunate move for some customers and employees, it does show some foresight on behalf of BBY management, who likely recognize a continuing shift to online purchasing, and a greater emphasis on mobile devices, which require significantly smaller showrooms, cost less to ship and could offer greater margins to boot.

Chisora to appeal boxing license withdrawal

LONDON (AP) ? A month after brawling with David Haye in a post-fight news conference, Dereck Chisora on Thursday appealed against the decision to strip him of his British boxing license.

The 28-year-old heavyweight was stripped of his license indefinitely following a 4-hour British Boxing Board of Control hearing on March 14.

"The grounds for the appeal are that we're not satisfied with the way the hearing went," Frank Warren, Chisora's promoter, told Britain's Press Association. "Dereck Chisora will present his side of events and then we'll see what happens."

After losing to Vitali Klitschko in Munich on Feb. 19, Chisora got into a brawl with former WBA champion Haye during the news conference. Before the bout, Chisora slapped Klitschko at the weigh-in and later in the ring spit water in the face of Klitschko's brother, Wladimir.

Chisora was questioned by Munich police after the scuffle with Haye.

The BBBC ruled that Chisora "is not a fit and proper person to hold a license." But Warren is disputing the findings of the hearing.

"A lot of stuff came out at the first hearing," Warren said. "For example we thought (BBBC Chairman) Charlie Giles was in charge but it turns out there was no steward from the BBBofC representing the British boxer's interests. Instead he was working for the WBC."

If Chisora gets his license back, Warren said he expects his fighter and Haye to meet again in the ring.

"I do see the fight happening. It's the proper forum for them to settle their differences," Warren said. "There's lot for them to fight about ? in a proper environment."

However, Haye is still to be questioned by German police regarding the brawl and likely to face several obstacles if he were to come out of retirement and apply for a boxing license.

ABC transporters are membrane proteins that actively pump a wealth of molecules across the membrane. Over 40 different ABC transporters perform vital functions in humans. Genetic defects in ABC transporters can trigger metabolic diseases such as gout, neonatal diabetes or cystic fibrosis, and certain ABC transporters also cause resistance to a wide range of drugs. In tumor cells, increased amounts of ABC transporters that pump chemotherapeutic substances out of the cell are often produced, thus rendering anticancer drugs ineffective. Analogous mechanisms play a key role in many pathogenic bacteria: ABC transporters carry antibiotics out of the cell multi-resistant bacteria are the result.

Despite their major importance in biology and medicine, so far the atomic structure of only a few ABC transporters has been decoded. Now, under the supervision of Markus Seeger and Professor Markus Grtter, PhD student Michael Hohl and senior scientist Christophe Briand have succeeded in cracking the atomic structure of the new ABC transporter "TM287/288".

Illuminating asymmetry

The membrane protein originates from a thermophilic bacterium. Compared to structures already known, "TM287/288" has two different protein chains that assemble into a heterodimer. About half of the 40 human ABC transporters are heterodimers. "The asymmetries discovered enable us to consider the role of ABC transporters in a new light," explains Seeger. "In the longer term, our results could help develop new medication against multi-resistant bacteria or tumors that are difficult to treat. They also make new approaches to curing or alleviating hereditary diseases possible," concludes Grtter.

ABC transporters are membrane proteins that actively pump a wealth of molecules across the membrane. Over 40 different ABC transporters perform vital functions in humans. Genetic defects in ABC transporters can trigger metabolic diseases such as gout, neonatal diabetes or cystic fibrosis, and certain ABC transporters also cause resistance to a wide range of drugs. In tumor cells, increased amounts of ABC transporters that pump chemotherapeutic substances out of the cell are often produced, thus rendering anticancer drugs ineffective. Analogous mechanisms play a key role in many pathogenic bacteria: ABC transporters carry antibiotics out of the cell multi-resistant bacteria are the result.

Despite their major importance in biology and medicine, so far the atomic structure of only a few ABC transporters has been decoded. Now, under the supervision of Markus Seeger and Professor Markus Grtter, PhD student Michael Hohl and senior scientist Christophe Briand have succeeded in cracking the atomic structure of the new ABC transporter "TM287/288".

Illuminating asymmetry

The membrane protein originates from a thermophilic bacterium. Compared to structures already known, "TM287/288" has two different protein chains that assemble into a heterodimer. About half of the 40 human ABC transporters are heterodimers. "The asymmetries discovered enable us to consider the role of ABC transporters in a new light," explains Seeger. "In the longer term, our results could help develop new medication against multi-resistant bacteria or tumors that are difficult to treat. They also make new approaches to curing or alleviating hereditary diseases possible," concludes Grtter.

A new dimension for solar energy

Intensive research around the world has focused on improving the performance of solar photovoltaic cells and bringing down their cost. But very little attention has been paid to the best ways of arranging those cells, which are typically placed flat on a rooftop or other surface, or sometimes attached to motorized structures that keep the cells pointed toward the sun as it crosses the sky.

Now, a team of MIT researchers has come up with a very different approach: building cubes or towers that extend the solar cells upward in three-dimensional configurations. Amazingly, the results from the structures they've tested show power output ranging from double to more than 20 times that of fixed flat panels with the same base area.

The biggest boosts in power were seen in the situations where improvements are most needed: in locations far from the equator, in winter months and on cloudier days. The new findings, based on both computer modeling and outdoor testing of real modules, have been published in the journal Energy and Environmental Science.

"I think this concept could become an important part of the future of photovoltaics," says the paper's senior author, Jeffrey Grossman, the Carl Richard Soderberg Career Development Associate Professor of Power Engineering at MIT.

The MIT team initially used a computer algorithm to explore an enormous variety of possible configurations, and developed analytic software that can test any given configuration under a whole range of latitudes, seasons and weather. Then, to confirm their model's predictions, they built and tested three different arrangements of solar cells on the roof of an MIT laboratory building for several weeks.

While the cost of a given amount of energy generated by such 3-D modules exceeds that of ordinary flat panels, the expense is partially balanced by a much higher energy output for a given footprint, as well as much more uniform power output over the course of a day, over the seasons of the year, and in the face of blockage from clouds or shadows. These improvements make power output more predictable and uniform, which could make integration with the power grid easier than with conventional systems, the authors say.

The basic physical reason for the improvement in power output ? and for the more uniform output over time ? is that the 3-D structures' vertical surfaces can collect much more sunlight during mornings, evenings and winters, when the sun is closer to the horizon, says co-author Marco Bernardi, a graduate student in MIT's Department of Materials Science and Engineering (DMSE).

The time is ripe for such an innovation, Grossman adds, because solar cells have become less expensive than accompanying support structures, wiring and installation. As the cost of the cells themselves continues to decline more quickly than these other costs, they say, the advantages of 3-D systems will grow accordingly.

"Even 10 years ago, this idea wouldn't have been economically justified because the modules cost so much," Grossman says. But now, he adds, "the cost for silicon cells is a fraction of the total cost, a trend that will continue downward in the near future." Currently, up to 65 percent of the cost of photovoltaic (PV) energy is associated with installation, permission for use of land and other components besides the cells themselves.

Although computer modeling by Grossman and his colleagues showed that the biggest advantage would come from complex shapes ? such as a cube where each face is dimpled inward ? these would be difficult to manufacture, says co-author Nicola Ferralis, a research scientist in DMSE. The algorithms can also be used to optimize and simplify shapes with little loss of energy. It turns out the difference in power output between such optimized shapes and a simpler cube is only about 10 to 15 percent ? a difference that is dwarfed by the greatly improved performance of 3-D shapes in general, he says. The team analyzed both simpler cubic and more complex accordion-like shapes in their rooftop experimental tests.

At first, the researchers were distressed when almost two weeks went by without a clear, sunny day for their tests. But then, looking at the data, they realized they had learned important lessons from the cloudy days, which showed a huge improvement in power output over conventional flat panels.

For an accordion-like tower ? the tallest structure the team tested ? the idea was to simulate a tower that "you could ship flat, and then could unfold at the site," Grossman says. Such a tower could be installed in a parking lot to provide a charging station for electric vehicles, he says.

So far, the team has modeled individual 3-D modules. A next step is to study a collection of such towers, accounting for the shadows that one tower would cast on others at different times of day. In general, 3-D shapes could have a big advantage in any location where space is limited, such as flat-rooftop installations or in urban environments, they say. Such shapes could also be used in larger-scale applications, such as solar farms, once shading effects between towers are carefully minimized.

A few other efforts ? including even a middle-school science-fair project last year ? have attempted 3-D arrangements of solar cells. But, Grossman says, "our study is different in nature, since it is the first to approach the problem with a systematic and predictive analysis."

What?s behind the name Tiger & Woods? The name sounds really good and rhythmical. It reminds us of the names of old producers like Jimmy Jam and Terry Lewis. It's not really related to golf, except for the fact that the project is inspired by a track released on a label with a bit of golf in it.


I see on your Facebook page, you two are named as Larry Tiger and David Woods ? are you fans of Larry David? We love Larry David! It's the type of humor that we'd love to see more! And sometimes we've ended up in "Curb Your Enthusiasm"-type scenarios.

What led to the idea of embarking on a project like Tiger & Woods? T&W was not really planned. We just wanted to have some unique edits for our DJ set.

Do you feel you?ve met your original goals?
In terms of having fun and make "good feelin'" music, yes. There was not a proper plan or goal we set at the beginning of the project. We want to reach new goals [though], that's for sure.

In an age of heightened celebrity, why all the secrecy and anonymity? Everything is so overexposed, accessible and easy to get. For once, we wanted to do something -- like back in the days -- where people just guessed over a record, a name or a project. We wanted to let people focus on music rather than profile pictures!

Reviews have described your sound as future boogie, do you agree with this characterization? We never really got this obsession with tags. We don't know exactly what future boogie is. What we do is something in between edits: house and boogie with a bit of techno and Minneapolis-sound influences -- it's basically the sum of everything we love.

Who or what influences the songs and the sounds you create? The influences are different. We love the Minneapolis sound, the Kashif's boogie bassline, as well as Chicago house, Detroit techno and Italo [disco].

Let's talk a bit about your history with music: are you musicians and DJs as well as producers? How long have you been playing music? We both have a DJ background. We won't tell you much about our solo projects, but we've been in the game since the beginning of the 90's, especially one of us.

Debut album, "Through the Green" is a warm and dancey trek through loops and diva house vocals -- describe the creative process behind this record. The creative process was pretty smooth. Part of the tracks were previously released as 12". The rest of the tracks are original productions. We wanted to push the project to another level and make our own music that sounded like the stuff we love to sample -- that's when the collaboration with our singer 'Em started.

Is the title "Through the Green" a nod to golf? Kind of ...

China?s Baidu leaps into cloud storage with a beta service to rival Dropbox and Microsoft

Chinese search firm Baidu has launched a cloud storage service in the country, bringing it into competition with local rival Alibaba, as well as Dropbox, Microsoft and others in the space, according to Techweb?[Chinese].

?Baidu Wangpan? ? meaning ?Web drive? in Chinese ? was launched at Baidu?s developer conference today. The service entitles users to 15GB of space for free which, for comparison, is more than a basic Dropbox account (2GB) but less than Microsoft?s SkyDrive?s (25GB), as TechInAsia notes.

The service is out in beta and rather short on confirmed details for now. It isn?t clear whether there will be premium storage options, thought Baidu did tell us that ?they?ll be able to expand storage space for free to huge amounts??over time.

Baidu is aiming to stoke early interest in the service by releasing limited numbers of invites. Just 5,000 new users can join the service each day, those wanting in need to visit the sign-up site?at 10:00 (China time), when fresh batches are released daily.

WangPan apps are available for PC and Android, and there are plans afoot to bring it to iOS and Mac. Baidu has also opened Wangpan up through three existing Android apps?? ES File Explorer, File Expert, and Boat Browser ? each of which have integrated the service, as Tech In Asia found.

As well as serving Web-based users, Wangpan is the next phase of Baidu?s ?box computing? strategy for its Android-based operating system?Baidu Yi.

The move to provide Apple iCloud-like options for Baidu users follows the launch of the company own app store ??the Yi Store?? in September. Speaking then, CEO Robin Li heralded the store as the first step in its ?box computing? strategy, and it looks like WangPan will advance things further.

Web-based storage is touted as having huge growth potential for mobile, and Baidu is joining?Apple, Microsoft and Alibaba by having both an operating system and cloud storage service.

The service is in Chinese only but, given Baidu?s colossal presence in the country, it is likely to gain significant exposure in the country. If it is well adopted, it could provide stiff competition for established international services looking to tap China?s 500 million Internet users.

IBM, NYC hospital training Watson in cancer

WHITE PLAINS, N.Y. (AP) ? The medical training of IBM's speedy Watson computer will continue with a residency at a renowned Manhattan cancer hospital.

IBM and Memorial Sloan-Kettering Cancer Center said Thursday that they will add the latest in oncology research ? and the hospital's accumulated experience ? to Watson's vast knowledge base, and keep updating it.

The result should help the hospital diagnose and treat cancer more quickly, accurately and personally, they said.

"The capabilities are enormous," said Dr. Larry Norton, deputy chief for breast cancer programs at Sloan-Kettering. "And unlike my medical students, Watson doesn't forget anything."

Watson won fame by beating the world's best "Jeopardy!" players. Applying its speed and language skills to medicine was a longtime goal at IBM, and Watson went to work last year for the health insurer Wellpoint Inc.

The training at Sloan-Kettering will take time, and it may be the end of next year before patients at the hospital are benefiting from Watson's speed and depth, said Dr. Martin Kohn, chief medical scientist at IBM. If successful, the finished product could be used anywhere in the world to aid cancer treatment.

Kohn said there's a rule of thumb that it takes 15 years for breakthroughs in medicine to be disseminated around the world.

"So any process that can help get valuable information about choices and treatment out into general use more rapidly obviously is an improvement," he said.

IBM said it was still focused on the project's development and was undecided about how to market it. It said both IBM and the hospital had invested in the plan but would not disclose specifics.

Watson will be fed textbooks, medical journals and ? with permission ? individual medical records. Then it will be tested with more and more complicated cancer scenarios and assessed with the help of an advisory panel, Kohn said. It's expected to speedily suggest diagnoses and recommend treatments, ranking several alternatives.

The computer's grasp of the scientific literature ? and its ability to find the right passage in seconds ? will help doctors keep up with the ever-expanding amount of available information, the doctors said.

But Norton said it's the patient records at Sloan-Kettering ? with plain-language notations that Watson can understand ? that will add "wisdom" to what the computer learns.

The hospital, founded in 1884, says it's the world's oldest and largest private cancer center.

"Because of our size and experience, we have super-specialized physicians in every field of cancer," Norton said. "And all of what they actually do is capturable in the language of our electronic medical records.

"You boil together knowledge and sophistication and experience and what you have is wisdom," Norton said. "No one's ever captured wisdom before in a way that can facilitate medical decision making."

Watson can even be instructed about individual patient preferences, Kohn said. When evaluating treatments, for example, it could take into account that a patient feels strongly about not losing her hair.

"Or a patient says, 'My daughter is getting married in six months. No matter what, I have to live that long,'" Kohn said. "Then that influences the treatment."

House GOP to unveil budget blueprint

WASHINGTON (AP) ? Conservative Republicans controlling the House unveiled a budget blueprint Tuesday that combines slashing cuts to safety net programs for the poor with sharply lower tax rates in an election-year manifesto painting clear campaign differences with President Barack Obama.

The GOP plan released by House Budget Committee Chairman Paul Ryan would, if enacted into law, wrestle the deficit to a manageable size in short order, but only by cutting Medicaid, food stamps, Pell Grants and a host of other programs that Obama has promised to protect.

To deal with the influx of retiring Baby Boomers, the GOP budget reprises a controversial approach to overhauling Medicare that would switch the program ? for those under 55 today ? from a traditional "fee for service" framework in which the government pays doctor and hospital bills to a voucherlike "premium support" approach in which the government subsidizes purchases of health insurance.

Republicans say the new approach forces competition upon a wasteful health care system, lowering cost increases and giving senior more options. But Democratic opponents of the idea say the new system ? designed by Ryan and liberal Sen. Ron Wyden of Oregon ? cuts costs too steeply and would provide the elderly with a steadily shrinking menu of options and higher out-of-pocket costs.

The GOP plan doesn't have a chance of passing into law this year but stands in sharp contrast to the budget released by Obama last month, which relied on tax increases on the wealthy but mostly left alone key benefit programs like Medicare.

The resulting political battle is sure to spill beyond the Capital Beltway into the presidential race and contests for control of the House and Senate this fall. As if to underscore that reality, Ryan released a campaign-style video Monday evening telling viewers that "Americans have a choice to make" in a none-too-subtle appeal to voters.

"It's up to the people to demand from their government a better budget, a better plan, and a choice between two futures," Ryan said. "The question is: which future will we choose?"

The Budget panel is slated to debate and vote on the measure Wednesday and in hopes of a vote by the full House next week.

The Senate has no plans to debate a budget and will instead rely on last summer's bipartisan budget and debt pact to govern this year's round of spending bills.

The annual budget debate in Congress plays out on an arcane battlefield of numbers and assumptions, often difficult to understand even by Capitol Hill veterans. Basically, however, the so-called budget resolution sets broad parameters for follow-up legislation. Sometimes that is just a round of agency budget bills; other times lawmakers take on taxes and benefit programs like Medicare whose budgets otherwise run on autopilot.

The lower deficit figures build on cuts to annual agency budgets imposed last year and rely on new savings comes from benefit programs outside Social Security and the costly Medicare and Medicaid health care programs for the elderly and the poor. That means big cuts to food stamps, student loans, welfare, farm subsidies and other programs whose budgets now mostly run on autopilot.

On taxes, the measure calls for eliminating a host of tax deductions and credits in order to produce a far simpler income tax code with just two rates for individuals: 10 percent and 25 percent. But Ryan doesn't say the income levels at which the new rates would apply, nor does he specify which popular tax breaks ? like the child tax credit or the mortgage interest deduction ? might be spared.

Medicaid would be sharply cut and awarded to states as a flexible block grant.

Just as Obama's budget was dead on arrival last month with Capitol Hill Republicans, the House GOP plan is a nonstarter with Democrats controlling the Senate.

On Monday, two powerful Senate committee chairmen sent top House GOP leaders a letter protesting a GOP plan to cut agency operating budgets funded annually by Congress below levels negotiated just last summer. Instead of going with a $1.047 trillion cap on agency budgets as called for under last summer's debt and budget pact, the House panel is looking at cutting domestic agencies by $19 billion more.

Senate Budget Committee Chairman Kent Conrad, D-N.D., and Appropriations Committee Chairman Daniel Inouye, D-Hawaii, warned that breaking with the agreement only guarantees delays later this year and "represents a breach of faith that will make it more difficult to negotiate future agreements."

Also at issue, though, are across-the-board spending cuts set to take effect in January, punishment for the failure of last year's supercommittee to come up with a new package of $1.2 trillion in deficit cuts over the next decade as part of last summer's deal to let the government keep borrowing.

Those cuts, including $55 billion from defense accounts and $43 billion from non-defense accounts approved by lawmakers each year, are universally opposed by defense hawks and liberals alike.

The GOP plan would reverse the cuts by requiring various committees and try come up with other savings, including curbs on federal employee pensions, and further cuts to federal health care programs.

"The country wants to be spoken to like adults, not pandered to like children," Ryan said Tuesday on "CBS This Morning."

The Wisconsin Republican said, "If you want to save Medicare and keep it from going bankrupt, you must reform the program, and that's what we intend to do."

Ryan said he has grown weary of the GOP being accused of endangering the benefits that senior citizens have come to expect. "We preserve the program for people in and near retirement," he said.
